Punjab Minimum Wages with effect 01st March 2018

Office of Labour Commissioner, Punjab issued circular No.ST/ 9903 dated: 12.04.2018 regarding adjustment of Minimum Rates of Wages W.E.F. 01.03.2018 in the State of Punjab and details as follows.

The minimum rates of wages for Un-skilled workers and for other categories of workers in respect of 73 employments. Vide notification No.S.0.22/C.A./II/1948/S.S3 and 5//2015 dated 26.05.2015 have been linked with Consumer Price Index Numbers (Centre Series 2001=100) compiled by Labour Bureau, Govt. of India. The details of C.P.I. numbers and adjusted minimum rates of wages in these employments are given in following tables:-

Average of six centre’s: 855.9 = 285.3/3

  1. Average CPI Numbers for six months ending August, 2013 (base index) = 227
  2. Average CPI Numbers for six months ending February, 2018 = 285.3
  3. Increase in points from the base index (285.3-227) = 58.3
  4. Percentage Increase in wages = 25.68
  5. The wages for un-skilled workers Rs. 7852.17 for monthly rated, Rs. 302.41 for daily rated and Rs. 37.79 hourly rated workers .

Objective of Minimum Wages Act

To provide for fixing the minimum rates of wages in certain employments.

The Act extends to the whole of India, requires the Central and State Govt. to fix minimum rates of wages in certain scheduled employment and minimum wages fixed REVISED from time to time

It provides for fixing minimum wages in certain employments where labour is ignorant or less organised and is vulnerable to exploitation.  Minimum wages are not to be fixed in respect of any industry in which there are less than 1,000 employees in the whole State.  (Under the 1957 amendment to the Act of 1948, this limiting condition has been substantially relaxed.)

The Act provides for the fixation of a minimum time rate, a minimum piece rate, a guaranteed time rate ,an overtime rate appropriate to different occupations and different classes of workers.
